Delwin Louis Wolfley was born in Afton, Wyoming, on July 8th, 1941, to Louis Elmer Wolfley and Gwennie Lorraine Smith. Delwin, as he was known to his family and friends, was raised in Etna, Wyoming, until he joined the U.S. Army in 1960–64. After getting out of the Army, Delwin went on a church mission to the Great Lakes region, where he met his future wife, Kathleen Larsen. They were married on September 9th, 1966, in the Idaho Falls Temple. After getting married to Kathleen, he worked on or around dairies in Idaho and California until rejoining the Army in 1975. Delwin and Kathleen had 4 children: Becky Sue Wolfley, Lee Delwin Wolfley, William Louis Wolfley, and Heidi Lynn Wolfley. The family traveled from Idaho to Colorado Springs, where Delwin was stationed at Ft. Carson from 1975 to 1977, where he was a combat bridge engineer. They then were transferred to Hanau, West Germany, from 1977 to 1980; Ft. Knox, Kentucky, from 1980 to 1983; back to Hanau from 1983 to 1986; and finally back to Ft. Carson, where he was honorably discharged from the Army for medical reasons. Delwin and Kathleen moved back to Idaho, living in Preston, Idaho, for a number of years before moving to Rupert, Idaho, and finally winding up in Nampa, Idaho. Delwin is preceded in death by his parents, his brothers Elmer S. Wolfley and Larry S. Wolfley, his sisters LuDean Wolfley and Katie Ranea Wray, his wife Kathleen Larsen Wolfley, his oldest daughter Becky Sue Newton, and his youngest son William Louis Wolfley.
